National Bargaining Council for the Road Freight and Logistics Industry

The organisation that is today known as the National Bargaining Council for the Road Freight and Logistics Industry (NBCRFLI) has been in existence since 1946. It was established in terms of Section 27 of the Labour Relations Act 66 of 1995 ("the Act"), for the regulation and enforcement of minimum wages, as well as the terms and conditions of employment within the Industry, as negotiated by the Parties to Council from time to time. The NBCRFLI is constituted by the Party employer organisations and Party trade unions.

The NBCRFLI is led by a Governing Body ("the Council") made up of an equal number of members from the Party employer organisations and Party trade unions. Twenty-four (24) Councillors in total are appointed proportionally according to the representation at the Annual General Meeting ("AGM"). Council is led by the Chairperson and Deputy Chairperson, who are assisted by the National Secretary. The National Secretary leads Council Administration, which has a national footprint of 18 offices spread across all nine provinces and wellness roadside clinics in all major truck stops across the country.

Our Foundation

Our Purpose

Council facilitates collective bargaining, whereby trade unions and employer organisations, which are Parties to Council, negotiate matters of mutual interest within the Industry. The agreements concluded by the Parties to Council are called Collective Agreements. These Agreements are applicable and binding to the Parties to Council who concluded them, as well as to non-Parties - if the Agreement has in terms of Section 32 of the Act 66 of 1995 been extended to them by the Minister of Employment and Labour. This approach allows for better regulation of matters affecting the Industry as a whole, such as minimum standards and conditions of employment. The effective regulation of these matters ultimately contributes to labour stability and development within the South African economy.

What we do

We oversee the overall funds and benefits administration, compliance, enforcement and exemption of the various Collective Agreements that govern the NBCRFLI. This includes the following activities:
